30th ANNUAL MEETING OF THE IDB BOARD OF GOVERNORS


1. Introduction 

Malaysia will host the 30th Annual Meeting of the Islamic Development Bank (IDB) Board of Governors in Putrajaya from 23 - 24 June 2005. The meeting will be held at the Putrajaya International Convention Centre (PICC), Putrajaya, Malaysia.

The Annual Meeting of the Board of Governors of the Islamic Development Bank (IDB) represents the largest Islamic financial gathering with the participation of Ministers of Finance, Economy and Planning from 55 member countries and representatives of national financing institutions, Islamic Banks and other similar regional and international institutions.

Events in conjunction with the 30th Annual Meeting of the IDB Board of Governors:

b) Knowledge on Information Communication Technology for Development (ICT 4D) (PICC) - organised by MOSTI
21 - 23 June 2005

22 - 23 June 2005

d) Spouse Programme
22 - 24 June 2005 



2. Accreditation

Accreditation is required for journalists/photographers/broadcasters covering the event. Please apply for an application form for accreditation to cover the meeting from BERNAMA PRWire Malaysia-Global as per attached below. 

Each media organization is requested to appoint a representative to coordinate accreditation and accommodation arrangements for its team. Please duplicate the forms if more are required.

Accreditation is available to representatives of recognised media organisations assigned to cover the 30th Annual Meeting of the IDB Board of Governors. Freelancers should provide a letter of assignment endorsed by their respective agency with their application.

Foreign media are requested to return their accreditation forms with photographs to the nearest Malaysian Diplomatic Mission in their country. The forms could also be couriered directly to the 30th Annual Meeting of the IDB Board of Governors Media Secretariat as follows:

Closing date for the application is 1st June 2005.

Malaysian and foreign media based in Kuala Lumpur should return their forms to BERNAMA PRWire Malaysia-Global by 1st June 2005. Accreditation badges and information kits will be available at the Media Secretariat at Meeting Room 5 (to be confirmed), Concourse Level, Putrajaya International Convention Centre (PICC). The Accreditation badges must be worn at all times.


3. Media Facilities

The International Media Centre (IMC) will be located at Meeting Room 4 (to be confirmed), Concourse Level of the PICC. 

The IMC will provide adequate space, facilities, and services to meet the requirements of all accredited journalists, broadcasters and photographers. The IMC will begin operating from June 18 and cease operations on June 25, 2005. 

Internet access is also available on all computers in the Press Working Area (PWA).

Hard copies of all information related to the 30th Annual Meeting of the IDB Board of Governors would be made available at the Press Working Area.


4. Accommodation

Media representatives will be responsible for their own travel arrangements and reservation of hotel accommodation. Members of the media are requested to deal directly with their preferred hotels on the number of rooms required, guest names, arrival and departure dates, rates and payment procedures. 


5. Official Media

Official News Agency

BERNAMA, the national news agency of Malaysia, has been appointed by the Ministry of Finance to manage the International Media Centre (IMC). BERNAMA is also the official news agency for the 30th Annual Meeting of the IDB Board of Governors. All BERNAMA reports will be made available from computers at the press working area (PWA). The media can also access and download photographs from BERNAMA Photo (please bring your own diskette or CD). 



Official Broadcaster

The Official Broadcaster for the 30th Annual Meeting of the IDB Board of Governors is Radio Television Malaysia (RTM).

RTM will also coordinate requests for outside broadcast locations, and offer a range of optional technical services on a rate card basis, including programme transmission links. Broadcasters should contact the Official Broadcaster to arrange for technical facilities.

RTM will set up the basic TV facilities at the RTM work area at the International Media Center to accommodate the broadcasting requirements. The facilities will be provided on "first come, first served" basis.

Services provided are:

a. Play-out facilities (BetaSP-PAL)
b. Editing facilities (BetaSP-Machine to Machine) - with or without video editor
c. Same day video footage
d. Satellite Space Segment : For play-out to satellite, broadcaster has to book through Telekom Malaysia and copy to RTM for matching.

6. Media Programme

Detailed media programme will be released closer to the 30th Annual Meeting of the IDB Board of Governors. It will also be provided at the International Media Centre. While the meetings are not open to the media, the media will be advised on briefings and press conferences to be held throughout the period.

7. Entry Formalities

Visitors must have national passports or other internationally recognised travel documents, endorsed for travelling in Malaysia and with a validity period of at least six (6) months beyond the time of stay allowed in Malaysia. Please be informed that nationals from certain countries may require appropriate visas to enter Malaysia. Please verify the visa requirement from the nearest Malaysian Mission or kindly log on to http://www.mfa.gov.my.

All non-resident travellers are required to complete the Travellers' Declaration Form to declare the amount of foreign currency notes and travellers cheques they are carrying upon their arrival and departure. Please be advised of the current Currency Exchange control.

8. Customs Clearance Requirements 

Media representatives bringing in equipment into Malaysia should complete the Customs Importation Forms with detailed inventory including model and serial number of the equipment. See attachment below.

9. Medical

Vector surveillance is carried out in all ports and airports to ensure that Malaysia is free from Aedes Aegypti mosquitoes. As such, travellers without a valid Yellow Fever vaccination certificate, approved by WHO and administrated at an approved Yellow Fever Vaccinating Centre, will be quarantined upon arrival in Malaysia. Media Representatives whose points of departure for Malaysia are from Latin America or African countries should have a valid Yellow Fever Vaccination Certificate.


10. Medical Facilities

The relevant hospitals in Kuala Lumpur have been alerted to provide outpatient and inpatient services. Ambulance will be provided when necessary to ferry the sick to hospitals. There will be doctors and paramedics to provide immediate emergency services to delegates, participants and media representatives attending the 30th Annual Meeting of the IDB Board of Governors. Media representatives can use the medical centre at Clinic, Concourse Level, Putrajaya International Convention Centre (PICC). However they will be financially responsible for all services beyond the scope of the clinic including:

- references to medical specialists
- diagnostics tests
- medical supplies
- dental services
